General Terms & Conditions

Welcome to Raftar! These Terms and Conditions (“Terms”) govern your access and use of Raftar’s services, including our mobile apps, website (raftar.app), and related services provided by Raftar Technology Service Company, a licensed business operating under the laws of the Islamic Emirate of Afghanistan.
By using Raftar’s services, you agree to these Terms. If you do not agree, you may not access or use our platform.
1. Company and Legal Status
Raftar Technology Service Company is a legally registered business under the Islamic Emirate of Afghanistan. We provide a platform that connects passengers and drivers for transportation services within Afghan cities.
2. Use of Our Services
Raftar provides mobile and web-based services for:
Riders to request transportation
Drivers to offer rides using their own vehicles (including cars, bikes, and rickshaws)
All users must be at least 18 years old to use our services.
3. User Accounts
To access Raftar services, users must create an account with:
Full name
Phone number (and WhatsApp)
Email address (optional for riders)
Location permission
Drivers must submit:
Valid Driver’s License
National ID Card (Tazkira or e-Tazkira)
Driving Permit (if applicable)
Vehicle information
You are responsible for maintaining the security of your account.
4. Location and Communication
Raftar requires access to users’ real-time location to:
Match riders with nearby drivers
Ensure accurate pickup and drop-off
Raftar uses WhatsApp Business to send:
OTPs (One-Time Passwords)
Ride updates
Support messages
With user opt-in, Raftar may send promotional messages via WhatsApp. Riders and drivers may also communicate with each other via WhatsApp only for the duration of the ride. Communication after cancellation or ride completion is not allowed.
You may opt out anytime by replying “STOP” on WhatsApp, emailing support@raftar.app, or deleting the app (your data will be deleted within 7 days).
5. Payments & Commission
Passengers: Pay for rides in cash only.
Drivers: Raftar deducts a 10% commission per ride to maintain and operate the platform.
Drivers must maintain a positive wallet balance (top-ups done manually via bank/mPaisa or in person).
Drivers receive a free AFN 500 wallet credit when joining.
6. Ride Cancellations
Riders may cancel rides at any time.
Repeated abuse is not allowed. If a user cancels more than three rides in one day, their account may be temporarily suspended or permanently banned.
Drivers who cancel rides frequently without valid reason may also face restrictions.
7. User Conduct
Riders and Drivers agree not to:
Engage in any form of harassment, abuse, or illegal activity
Share offensive content or make threats
Attempt to defraud or impersonate others
Use the platform for purposes other than booking/providing rides
Raftar reserves the right to monitor and investigate user behavior. If unusual, suspicious, or prohibited activity is detected, your account may be suspended or terminated without notice.
8. License and Ownership
All content on Raftar’s apps and website — including logos, text, images, and software — is the intellectual property of Raftar Technology Service Company. You may not copy, distribute, or misuse our platform or branding.
9. Suspension and Termination
We may suspend or terminate your access to Raftar if you:
Violate these Terms
Provide false or misleading information
Abuse other users
Engage in fraud, misuse, or other prohibited activity
You may request account deletion at any time by emailing support@raftar.app.
10. Changes to the Service
We may modify or update the platform and its features at any time. Significant changes will be communicated through the app or website.
11. Governing Law
These Terms are governed by the laws of the Islamic Emirate of Afghanistan. Any disputes arising from these Terms or your use of Raftar shall be resolved in accordance with Afghan legal procedures.
